I am president of the Waupun Historical Society. If our society had money requirements for board and officer positions I could not afford to be a member. I spend hundreds of hours each year working on project, but as a retired teacher, I don't have a great income.

  I agree with John. This might work for large institutions where the board members are not also the volunteers who do all the work. For a small historical society, in my opinion, the most valuable donation from the board members is their time. Requiring board members to be responsible for donations (their own or a quota from others) could very well keep away those who are willing to donate substantial amounts of time.

          In my experience, requiring board members to account for financial donations limits the selection of people to be board members. Quite often, the best candidates for board membership are not necessarily the ones who can afford financial donations and/or are not comfortable asking others.
