Margaret,

We have a similar arrangement here in West Allis. The city owns and maintains the outside of the building. They also pay the utilities. They do expect us to maintain a minimun liability insurance policy which we renew each year. We pay around $350.00 a year for the insurance. It does not cover any artifacts, merely liability for accidents or negligence.
