I am absolutely no authority. This is just my opinion.
If it was my project, I would take the board into a sauna and let the
hot steam soften the glue enough to pull the paper loose.

Subject: Repair of fragile paper
Hello all
Hope you are safe at home to the greatest extent possible.
We have a problem with a very fragile artifact stuck to a painted board.
It is a sample of a block printing design from the 1800s. It was taped
to a painted board 50 years ago and although the tape has deteriorated
(and damaged the artifact), the paper is still stuck to the board in the
upper right hand corner. The paper is so fragile it is brittle.
I have attached some photos. Does anyone have any idea on how to free
the paper from the board? Or of someone who would be able to do it?
Otherwise I think our only option might be to cut it off and save what
we can.
Thanks
