Is the treasurer a member of the Board? If this is true, then appointing
a non Board member to fill a vacancy would be in order.
If your By-Laws allow current members of the Board to appoint a new
Board Member because of resignation or other circumstance, then they
would have the authority to appoint a treasurer to fill a vacant
position.
