If SFPJ wants to do something early next fall, perhaps we can help to
educate our campus community about the connections between local quality
of life issues, state budgets and funding for education and
environmental quality and national spending. Perhaps our esteemed
colleagues in Economics and Sociology could help us.
The budget bill passed *unanimously*. Still the 9-11 effect. No one
wants to be seen as not supporting our troops in harm's way. . . .

...AND THE LATEST ON THE FEDERAL BUDGET
Yesterday, Congress passed $82 billion in supplemental spending for this
fiscal year, primarily for the Iraq War.
On April 28, both houses of Congress (very narrowly) passed a joint
budget resolution which sets out the guidelines and limits on spending
and revenues over the next five years.
Domestic discretionary spending programs such as community development
and environmental programs would be cut by almost 6% next year under the
budget agreement, after adjusting for inflation.
Most strikingly, the budget resolution contains instructions for cutting
$35 billion in mandatory programs over the next five years, including
cuts to Medicaid and student loan programs.
At the same time, while facing significant federal budget deficits, the
resolution sanctions $106 billion in tax breaks over the next five years
and proposes to put $70 billion of these tax breaks on a "fast track" to
enable speedy passage.
Next, the House and Senate's 13 appropriations subcommittees, each of
which have jurisdiction over a particular area of discretionary
spending, will draft a bill, called a 'markup', that will apportion
spending in their specific program areas. Once completed, the bills
will go to their respective House or Senate floors for a full vote. To
