Several people have asked what to do. Shall those people who have yet to r
etire consult, discuss and opine with their department Senators, especially
in light of Karen Welch's student input. I am not certain that anyone fro
m the COB is on the sfpj list, but it would also be interesting to get pers
pectives from them. I think the Provost has heard enough; perhaps some cou
ld attend a future listening session with the Chancellor when the opportuni
ty arises.
PS: Since it's tax day, let's also be cognizant of where fully 43% of our
tax dollars go: the military budget (until this year, that didn't even inc
lude the 2 "wars" in Afghanistan and Iraq, funded by supplementals during t
he last 7 years) According to the Friends Committee: Based on that estima
te, we calculate that 43.4 percent of your 2008 tax dollars were spent on t
he military, both for current military programs and past military spending.
29.8 percent is the portion estimated to be spent on current military progr
ams -- the Pentagon, nuclear weapons, foreign military training and assista
nce.
13.6 percent is the portion estimated to be spent on the cost of past wars
and military spending -- a calculated percentage of the interest on the fed
eral debt, nuclear weapons clean-up, support for veterans and related costs

That's pretty much correct - literally, the request comes from ROTC and was
first submitted a few years ago to Steve Tallant. Steve knew he could not
outright decline the request without UWEC's losing access to federal grant
money, but he preferred a small-scale cooperation where our students took
their ROTC courses off campus. What's changed today is that the College of
Business has offered to serve as a site for an on-campus program, if indee
d our governance processes will approve such a program (which remains to be
seen). Next year's arrangement is called a "pilot" for that possible futu
re program, with Continuing Ed administering the offering of the four cours
es involved. Any college on campus already has the authority to approve Co
ntinuing Ed courses for credit in its own curricula. However, no new acade
mic program can be established without university faculty approval. So, wh
ile the "pilot" can happen silently and without specific governance approva
l, a permanent program cannot.
When the Continuing Ed director informed me of this program about a month a
go, I pressed for a news release. I did not want our faculty and staff to
be surprised to see uniformed students enrolled in ROTC courses on campus (
even as a "pilot") with no prior warning, and with no opportunity to make t
heir views known.
I trust that next year's debate about the yet-to-be-proposed academic progr
am will be lively and well informed.

The University is going to respond with a couple of points:
- A number of UWEC students are already enrolled in ROTC through UW-Stout.
They use our facilities - McPhee, Zorn & athletic fields - yet pay substan
tial fees to Stout.
- Refusal to permit an ROTC program on campus if one is requested by the Fe
ds can result in the loss of most, if not all, federal funding.
I mention this not in support of the program - I remember too well when I s
uffered through mandatory ROTC classes in the 60s - but so that we can coun
ter the arguments.

I couldn't help but be dismayed and a little alarmed that, of all the cours
es of study UWEC could add and all the needs we have pressing on our resour
ces at the University, UWEC is adding ROTC. It sounds "free" but we know i
t is not; and once added, it's insidious and awfully hard to change course/
mind. Was there a pressing, public need expressed? What was wrong with
the current arrangement for 8 students to take courses via Stout? I guess
I don't get it. Is this what the premier liberal arts undergraduate insti
tution wants, really?
Do we want to take a position as a group on this issue? Will it come up i
n the Fac./student Senates?
