That is so cool! I confess to lookin g around some to figure it out, too, and first thought of some kind of card ing device. I saw this:

Hello Cindy

You have a late 19th century rug stretcher most likel y made by Victor.  Many rugs such as ingrain carpeting required a bit of adjusting before they were tacked to flooring and this device was used f or that purpose.
