The record of volunteer hours can be very helpful if you are trying to dete
rmine how long a new project might take. And for estimating value if you ne
ed to match a grant. We usually put the total number of volunteers, total h
ours of service and the minimum value (hours x Ws minimum wage) in our annu
al report and promote that number.

If it is not board ordered or a paid position doing the job, I would say
anything by anyone is considered volunteer.
